Abstract: การศึกษาครั้งนี้ มีจุดมุ่งหมายเพื่อพัฒนารูปแบบศูนย์เทคโนโลยีการศึกษา สำหรับสถานศึกษา สังกัดกรมอาชีวศึกษา ในจังหวัดนครราชสีมา พัฒนาจากความคิดเห็นของ ผู้เชี่ยวชาญ ด้านเทคโนโลยีการศึกษา ตามเทคนิคการวิจัยแบบเดลฟาย กลุ่มตัวอย่างที่ใช้ในการศึกษาครั้งนี้ เป็นผู้เชี่ยวชาญด้านเทคโนโลยีการศึกษา จำนวน 20 คน คือ ผู้บริหารศูนย์เทคโนโลยีการศึกษา หรือผู้บริหารสถานศึกษา สังกัด กรมอาชีวศึกษา ในจังหวัดนครราชสีมา จำนวน 6 คน นักเทคโนโลยีการศึกษา จำนวน 7 คน และ หัวหน้าศูนย์วิทยบริการหรือหัวหน้างานสื่อการเรียนการสอน จำนวน 7 คน เครื่องมือที่ใชัในการรวบรวมข้อมูล เป็นแบบสอบถามแบบกึ่งปลายเปิดและแบบมาตราส่วนประมาณค่า 5 ระดับ การวิเคราะห์ข้อมูล ใช้ค่าเฉลี่ย ( X ) ค่าส่วนเบี่ยงเบนมาตรฐาน (S.D.) ค่ามัธยฐาน (Median) และค่าเบี่ยงเบนคลอไทล์ (Q.D.) ผลการศึกษาพบว่า ผู้เชี่ยวชาญมีความเห็นสอดคล้องกันว่า ศูนย์เทคโนโลยีการศึกษา สำหรับสถานศึกษา สังกัดกรมอาชีวศึกษา ในจังหวัดนครราชสีมา มีรูปแบบเป็นศูนย์กลางในการให้บริการ แนะนำ ให้คำปรึกษา สนับสนุน การพัฒนาสื่อการเรียนการสอนทางด้าน อาชีวศึกษา มีภาระกิจ หน้าที่ ออกแบบ ผลิต จัดหา พัฒนา ฝึกอบรมเผยแพร่ วิเคราะห์ วิจัยและประเมินผลการใช้สื่อการเรียนการสอน การให้บริการการเรียนรู้ผ่านทางระบบอินเทอร์เน็ต ให้บริการโสตทัศนวัสดุ และโสตทัศนูปกรณ์ในการเรียนการสอนด้านอาชีวศึกษา การจัดการ ของศูนย์เทคโนโลยีการศึกษา ประกอบด้วย ฝ่ายเลขานุการ ฝ่ายผลิตและพัฒนา สื่อการเรียนการสอน ฝ่ายสื่อคอมพิวเตอร์และอินเทอร์เน็ต ฝ่ายบริการโสตทัศนวัสดุและโสตทัศนูปกรณ์ ฝ่ายวิจัยและฝึกอบรมสื่อการเรียนการสอน และฝ่ายซ่อมบำรุงโสตทัศนวัสดุและโสตทัศนูปกรณ์ บุคลากรที่ปฏิบัติงาน ต้องมีคุณวุฒิ ความรู้ ความสามารถและประสบการณ์เหมาะสมกับหน้าที่ในแต่ละฝ่ายคือ ผู้อำนวยการทำหน้าที่ฝ่ายบริหาร มีคุณวุฒิสำเร็จการศึกษาระดับปริญญาโท ส่วนบุคลากรฝ่ายปฏิบัติการ มีคุณวุฒิสำเร็จการศึกษา ระดับปริญญาโท ปริญญาตรี และ/หรือประกาศนียบัตรวิชาชีพชั้นสูง ควรมีการวางแผนและจัดทำแผนการใช้จ่ายงบประมาณ ทั้งแผนระยะสั้นและแผนระยะยาว 3–5 ปี รวมทั้งมีการสรุปรายงาน และประเมินผลการปฏิบัติงานทุกปีการศึกษา มีการสื่อสาร เผยแพร่ ประชาสัมพันธ์ ข่าวสาร ข้อมูล ของ ศูนย์เทคโนโลยีการศึกษากับสถานศึกษาในเครือข่าย และหน่วยงานอื่น ผ่านทางเว็บไซต์ นิทรรศการ การอบรมสัมมนา และสื่อต่างๆ พร้อมทั้งสามารถปรับรูปแบบให้มีความเหมาะสม เพื่อให้การดำเนินการมีประสิทธิภาพ The purpose of this study was to develop educational media and technology center model for colleges of the Department of Vocational Education in Nakhon Ratchsima Province. The Delphi technique was used to collect opinions of experts in educational technology towards educational media and technology center model. The twenty samples used in this study were six directors of educational media and technology center or the school administrators, seven educational technologists and seven heads of instructional media division. The data were collected by five levels rating scale questionnaires and were analyzed by using mean ( X ) median (Mdn.), standard deviation (S.D.) and quartile deviation (Q.D.). The results of this study revealed as follows :- The experts in educational technology agreed that Educational Media and Technology Center Model for Colleges of the Department of Vocational Education in Nakhon Ratchasima Province was a centralized organization providing services, advise and support for the use and development of vocational instructional media. The tasks of the center were to design, produce, develop, disseminate, research and evaluate instructional media, provide self–access learning on internet system and instructional materials and hardware for vocational teaching. The six sections in the Educational Media and Technology Center were 1) the secretary office, 2) the instructional media production and development, 3) the computer multimedia and internet, 4) the audio–visual materials and equipment service, 5) the research and training in instructional media, and 6) the maintenance service. The staffs in each section had to acquire certificates, knowledges, abilities and experiences appropriate for tasks in the sections. The director of the center had to acquire master degree and the operation staffs had to acquire at least diplomas. The Educational Media and Technology Center had to plan both short term and long term 3-5 years budget plan. The public relation information of the center should be disseminated by means of websites, exhibitions, seminars etc. The center reported and evaluated its operations every year. The model of the center should be adaptable to suit its context.
